[REX] Actual Rope Break on Tow ~200' AGL

Had an actual rope break (uncommanded relase of tow rope from glider it turned out) at 200' above the ground. 83B is the tow plane, Albert is a British C-130 doing touch & goes at Inyokern at the time.
